Expand, don't broadcast
An SOS opens at 1 km and steps outward only while it stays unanswered — up to 10 km. Fewer people are woken, and the ones who are woken are the ones closest to you.

Follow a moving victim
If the incident travels — a vehicle, a chase — coverage re-anchors ahead of the movement across four zones, bridging GPS gaps instead of alerting where you no longer are.
